The conflict in and around Ukraine has called into question the premises of the EU's Eastern Policy. In a new FES Perspective, eleven authors from the EU, Georgia, Russia and Ukraine advocate for a pragmatic policy of the EU vis-à-vis its eastern neighbours: The deep crisis in EU-Russia relations should not prevent Brussels from seeking cooperation in areas where mutual interests coincide. Opportunities exist in the economic sphere, in technical and scientific cooperation, in civil society exchange, and in global politics. 
Economic cooperation is especially important in this regard: The interdepence between the EU and Russia could not prevent the conflict, but it played its role in preventing worse scenarios. Trade and mutual investments do not form a "magic wand" that guarantees friendly relations or modernization - but they can be seen as a "safety net" that should not be given up, and should be strengthened again as soon as the oppportunity arises.

Schwedens weitreichendes System von quasi-obligatorischen, tariflich ausgehandelten Betriebsrenten ist ein weniger bekannter, gleichwohl aber grundlegender Baustein des schwedischen Gesamtrentensystems. Dieses Papier bietet einen knappen aber präzisen Überblick zu dessen Funktionsweise sowie auf die wichtigsten Konstruktionsmerkmale.

In allen nordischen EU-Ländern wird ein Erfolg der europakritischen und rechtspopulistischen Parteien bei den Europawahlen im Mai erwartet, auch wenn die Wahl bisher auf wenig nationales Interesse stößt. Auch wenn sich die Parteien hinsichtlich ihres Ursprungs, ihrer Programmatik und in ihrer Rhetorik unterscheiden, so haben sie doch gemeinsame Kernthemen und sind sich besonders im Hinblick auf die EU auch in ihren Forderungen einig: eine strikte Begrenzung der Einwanderung und weniger Kompetenzen für die EU. Die Schwedendemokraten werden den Umfragen zufolge zum ersten Mal ins Europaparlament einziehen, bei der Dänischen Volkspartei konzentriert sich alles auf den Spitzenkandidaten und in Finnland könnten die Basisfinnen wie schon bei der nationalen Wahl 2011 drittstärkste Kraft werden.

Welfare – Exposed to Competition and in Need of Reform

The expectations of the changes in the Swedish welfare system over the past two decades have not been met. In key areas there is still strong inequality, rising segregation and great selectivity. The introduction of market orientation has not been appropriately taken into account regarding the risks and benefits, but also concerning private profit interests. Besides there are clear indications that quality may not be improved by freedom of choice because of a limited individual capacity to make rational choices. Pragmatic solutions that are politically controlled, must be pursued in order to be able to fulfill the socially significant target expectations of the welfare system - reforms that effect continuous development and improvement in the quality of welfare and guarantee an efficient use of common resources in due consideration of social circumstances.

The Swedish Model - Conflict or Consensus?

Riots in the Stockholm suburb of Husby in spring have sparked a critical public debate in Sweden. Rifts in Swedish society have increased in recent years, being one sign of the pressure that the Swedish welfare model is currently facing. Overall, the Swedish Model is still very much associated with social democracy and the labour movement which shaped Swedish society for much of the 20th century. But in recent years, the conservative coalition also started to lay claim to the concept of the Swedish Model causing an ideological debate and conflict about the meaning of the Swedish Model (as well as specific policies and the way in which public welfare institutions should be constructed).

Vor den Wahlen in Norwegen: Die sozialdemokratische AP hat fast alles richtig gemacht und wird vielleicht doch verlieren

Eigentlich hat die regierende rot-grüne Allianz unter Führung der sozialdemokratischen AP alles richtig gemacht. Die Wahlversprechen von 2009 hat sie in den Augen vieler politischer Beobachter weitgehend eingelöst, ökonomisch und sozial steht das Land mit seinen 3,5 % Arbeitslosen passabel da. In internationalen Vergleichen und Bestenlisten findet man das Land meist an der Spitze oder es besetzt die oberen Plätze. Wo andere ihre Schulden messen, beträgt im Ölexportland das Guthaben des staatlichen weltweit investierenden Pensionsfonds 125 % des Bruttoinlandsprodukts. Trotzdem herrscht im Land Wechselstimmung und mögen die Wähler dem international angesehenen Premierminister Jens Stoltenberg und seiner rotgrünen Koalition kein drittes Mandat geben.

Sweden has come to represent a modern variant of family policy, within the framework of which social rights were designed early on to encourage parents’ labourforce participation and the sharing of unpaid care work. During recent years the new turn in Swedish family policy has come to emphasize increased choice more than gender equality among all groups of parents. The major part of the parliamentary opposition (the Greens, the Left Party and the Social Democrats) favour a return to previous family policy paths and a reinforcement earner-carer policy orientations.

The Industrial High Road to Sustainability and Growth - Report of the Economic Council 2012

On October 25, 2012 Arena's Economic Council and Friedrich Ebert Stiftung conducted its annual international economic conference. The theme and discussions 2012 established the links with the European economic crisis. But the focus was mainly on finding strategies to formulate a modern industrial policy that can create new jobs, full employment and a social and environmentally sustainable economic development. In this report, we have collected several of the presentations at the seminar. An introductory text summarizes the presentations and discussions. Some of PDF presentations are attached at the end of the document.

Parliamentary Elections in Iceland - How the Elections Could Affect Future EU Membership

On the 27th of April, parliamentary elections will be held in Iceland. After the beginning of the financial crisis and the collapse of the Icelandic economy in October 2008, the government (consisting of social-democrats and a left-green movement) managed to lead the country back to positive economic growth without drastic cuts in social welfare. Despite this economic recovery the Icelandic government is facing poor election polls which could lead to a possible change of government. In this case, the possibility of Iceland joining the EU will be questioned in principle.

Die "Zukunftspartei" Schwedens?  Die Schwedische Sozial-demokratie zwischen erfolgreicher Vergangenheit und unsicherer Zukunft

Kurz vor dem Parteitag der Sozialdemokratischen Arbeiterpartei Schwedens vom 3. bis 7. April in Göteborg präsentiert Jens Gmeiner, Wissenschaftlicher Mitarbeiter am Göttinger Institut für Demokratieforschung, eine Analyse der aktuellen Herausforderungen und Chancen. Nach zwei desaströsen Wahlergebnissen in den Jahren 2006 und 2010 versuchen die SAP und ihr neuer Parteivorsitzender Stefan Löfven nun, mit einem modernen Image und einem pragmatischen Mitte-Kurs an die erfolgreiche Vergangenheit anzuknüpfen. Ob dies gelingt, oder der neue Weg traditionelle sozialdemokratische Wähler verprellt, bleibt jedoch abzuwarten.
